The San Diego City Council voted unanimously Tuesday to pause new data centers across the city, ratifying a moratorium Mayor Todd Gloria set in motion last week. The vote came after a developer floated what could be California's largest data center on Navy land in Old Town, a site the city can't actually control.

### What the council approved

The emergency pause halts permitting, approval and development of data centers within city limits for 45 days, and the council can extend it for nearly two years, KPBS and NBC 7 San Diego reported. It grows out of Gloria's [Executive Order 2026-2](https://www.sandiego.gov/sites/default/files/2026-10/mtg-eo-data-center-2026-2.pdf?ref=workersrights.news), signed Oct. 22, which directs city planners to write permanent rules and creates a stakeholder working group of up to 15 members. Staff have 180 days to bring back preliminary recommendations.

Under state law, an urgency moratorium like this one needs a four-fifths council vote. It got all of them.

Councilmember Sean Elo-Rivera added amendments: council notice within seven days of any proposed data center, no data center costs passed on to residents, union labor under project labor agreements, clean energy only, and minimum distances from schools, parks and child care centers.

"San Diego needs more affordable housing, not more computer servers," said Councilmember Stephen Whitburn.

### The site the city can't touch

The pause was sparked by Manchester Financial Group's exploration of a 400-megawatt data center on the 70-acre NAVWAR campus near the Old Town Transit Center, land long pitched for housing, as [WorkersRights.News reported](https://www.workersrights.news/san-diego-navwar-data-center-housing/). The firm belongs to hotel developer Doug Manchester, who gave $1 million to President Trump's first inauguration.

Because the Navy owns the land, the moratorium is largely symbolic there, Times of San Diego reported. Council members and Assemblymember Chris Ward asked San Diego's congressional delegation to urge the Navy to oppose the project. Ted Eldredge, Manchester Financial's president and CEO, said nothing is final and other uses are under consideration.

### What comes next

The full ordinance language still awaits City Attorney approval. Whether the Navy will listen to the city is unknown.
